Headlines B Y S A - CONSTITUTION This organization shall be known as the BARNSTABLE YOUTH SOCCER ASSOCIATION, hereafter referred to as the BYSA. The BYSA will be an affiliated club and will join the Massachusetts Youth Soccer Association, hereafter referred to as the MYSA, each year to maintain that affiliation. OBJECTIVE The objective of the BYSA is to develop and promote a vital and exciting soccer program within the Mid-Cape area. This will be accomplished through programs designed to educate players and parents about the sport of soccer and develop public awareness. These programs will provide the opportunity for training and play for all interested parties and shall be designed to develop individual skills, fitness, teamwork, and fair play. DESCRIPTION AND GOVERNING BODY The BYSA will be responsible for setting policy objectives, providing for game and field scheduling, game rules, officials, equipment, recruiting and training coaches, and organization. The governing body of the BYSA will be the Executive Board, hereafter referred to as the Board, which shall consist of but not be limited to the following: * President They shall be elected at the General Meeting in the spring. All appointed directors shall be approved by a majority of the Board. BOARD DECISIONS All matters of policy shall be decided by a simple majority vote. A majority of the current active Board members shall constitute a quorum. The President, Vice President, Secretary, Treasurer and Registrar shall constitute an emergency committee to pass on matters demanding immediate attention, where it is impractical to call a Board meeting. DUTIES AND RESPONSIBILITIES The duties and responsibilities of the members of the Board shall be as follows: President The President shall officially preside at all meetings; be Chairman of the Board; be the official representative of the BYSA; be authorized to sign checks; vote only to break a tie at general and board meetings. Vice President The Vice President shall succeed to the office and powers of the President in his absence, or for the remainder of his term if vacated for any reason. In the event of such a vacancy, the Board shall elect a successor to the post of Vice President. He shall be the Chairman of the Match Protest Committee, shall resolve the Other Grievances as described in the Bylaws, and be responsible for inventory and equipment purchases. Secretary The Secretary shall attend to all correspondence for the BYSA, keep detailed minutes of all Board and general meetings, keep records as necessary, be responsible for the BYSA only with the knowledge and permission of the President. Treasurer The Treasurer shall have charge of the finances of BYSA. He/she shall report on the finances at all Board and general meetings, and shall submit financial transactions and the status of the finances at the Annual General Meeting. He/she shall be authorized to sign checks. Program Director The Program Director shall be responsible for establishing rosters, and scheduling fields and teams for practices and games. Registrar The Registrar shall be in charge of the process of registering players for the soccer programs provided by the BYSA (i.e.: Spring and/or Fall). In addition, the Registrar shall be responsible for sending appropriate forms and fees to the MYSA for all participating players, coaches, and officers. League Representative The League Representative shall be responsible for attending the MYSA meetings as the BYSA representative and reporting to the BYSA of changes, information, and developments from the MYSA. Volunteer Coordinator The Volunteer Coordinator shall be responsible for recruiting and maintaining volunteers as are needed for various BYSA functions, events, or other needs. Fundraising Director The Fundraising Director shall have the responsibility of determining and carrying out fundraising programs as agreed upon to further the BYSA and foster soccer in Barnstable. Coaches and Assistant Coaches Team coaches and assistant coaches shall be seasonally approved by the Board. MEMBERSHIP Membership in the BYSA shall be open to all. CONDUCT The Board shall have the authority to suspend any member of the BYSA whose conduct is considered detrimental to the organization. FINANCIAL POLICY
UNBECOMING BEHAVIOR Players’ or coaches’ behavior that is judged to be unbecoming or inappropriate shall be referred to the Board for review and action, PHILOSOPHY The underlying philosophy of the BYSA is to provide an atmosphere of good sportsmanship within which the players and teams can compete, learn and enjoy the game of soccer. In this spirit, all members of the BYSA; coaches, players, and parents shall conduct themselves in a sportsmanlike manner. All members shall cooperate fully with the letter and spirit of the rules and Bylaws. FEES Fees for participation and uniforms shall be decided by the Board and shall be payable and due at registration. OTHER MATTERS The Board shall have the power to deal with any matters not explicitly covered by the Bylaws. MODIFICATIONS TO THE CONSTITUTION This constitution, or any section thereof, may be amended by a two-thirds vote of the members present at the AGM or at a special meeting. Written notice of any proposed changes shall be made to each ember of the Board of the BYSA at least two weeks prior to the meeting at which such proposed changes shall be submitted to a vote. MODIFICATIONS TO THE BYLAWS The Bylaws, or any section thereof, may be amended by a simple majority vote of the Board members present at the Board meeting. In addition, changes may be proposed by the membership at the AGM and approved by a simple majority of the voting members present. ADOPTION OF THE CONSTITUTION This Constitution was approved at the General Meeting on May 12, 1998.
